Kelly, Have you looked at the Assessment Rubrics for the CAFE strategies here on the website? I think they give a good feeling for various levels on a rubric for most standards. There are rubrics created for almost all of the strategies. You can find them by going to this link:

Are you a common core school? If so, you could also look at the Menus that have been correlated to the common core. Let's say if you're working on 3rd grade, you could look at the 2nd, 3rd and 4th grade menus for CC. The lower end of your rubric would be the 2nd grade expectation, the 3rd grade the on-grade level piece, and the 4th grade your above level expectations. Here's a link to the 3rd grade CC menu--just know they have been prepared for grades k-8.
